The Indian Government authorized the creation of the ECHS on December 30, 2002, and it was officially implemented in April of the succeeding year.
This healthcare scheme’s primary intention is to furnish superior medical services to retired servicemen and their dependents, covering a wide array of known diseases.
To keep abreast with the ECHS developments, DGMS (Navy) periodically releases updates, with the most recent one being in March 2022.
A unique aspect of the ECHS is the 64 KB ‘Smart Card’, colloquially referred to as the “ECHS membership card”.
This card, equipped with a chip, encompasses a detailed profile of the veteran and their dependents, including past medical records.
This card serves as a mandatory identification instrument while seeking treatment at the ECHS Polyclinic or any affiliated hospitals, nursing homes, and diagnostic centres.
Post retirement, there could be a short waiting period before the smart card is issued. During this interval, a temporary slip encompassing pertinent details of the veteran and their dependents, grants access to medical treatment. Once the ECHS card is processed, the veteran is notified via an SMS to their registered mobile number.
On admission into the ECHS scheme, beneficiaries can approach the nearest ECHS Polyclinic, equipped with their ECHS membership card.
Initial treatments and medication are provided at these polyclinics. However, if the patient’s condition necessitates advanced treatment, a referral to the nearest military or affiliated hospital is made.
In locations such as Rewari, ECHS Polyclinics are dedicated to serving ex-servicemen and their dependents, delivering the required medical care.
Upon referral to an associated hospital, like Ujjala Cygnus, beneficiaries must present their ECHS membership card or application receipt and referral slip.
The ECHS manages all expenses, ensuring a seamless treatment process for beneficiaries.
In a bid to streamline the healthcare process for senior citizens, ECHS beneficiaries aged 75 and above are permitted to directly visit specialist OPDs at military hospitals without a referral from an ECHS polyclinic.
This policy ensures that senior citizens receive prompt and thorough care without facing bureaucratic delays.
